The Navy's Safety Process for Entering Challenging Confined Spaces on Ships and in Shipyards (AIHce EXP 2021 OnDemand)

The U.S. Navy maritime confined space program uses Certified Navy Gas Free Engineers in lieu of Certified Marine Chemists under certain conditions. This education session will discuss: 1) an overview of the Navy's confined space program; 2) the process for certifying spaces as safe for entry and hot work; and 3) the hazards found within a shipyard environment. The Navy program establishes hazard controls for pierside and at sea entries with impacts and intersections with shipyard employees, ship repair employees, sailors, and contractors. Numerous ship systems need maintenance including fuel, sewage, fire suppression, ballast, and refrigeration systems, each with their own hazards. Shipyards face unique confined space entries in departments that support the Navy fleet such as the electroplating shop, wastewater treatment facilities, battery shop, and steam plant. In addition to typical 4-gas confined space hazards, additional hazards encountered are toxic metals, other toxic gases (e.g., SO2, HCN, HCl, Cl2) and physical hazards. Control of these hazards requires the Navy's robust confined space program.

Learning Outcomes
Upon completion of the session, the participant will be able to:
  • Identify confined and enclosed spaces.
  • Conduct confined space evaluations.
  • Recognize hazards encountered in confined spaces.
  • Implement control measures for confined space hazards.
  • Describe procedures for certifying spaces for hot work and entry.
  • Evaluate hazards associated with shipboard repair activities.
  • Apply the Navy hazard control techniques to confined spaces.
