The U.S. Army Corps of Engineers (USACE) was placed in the spotlight overnight when the Governor of New York, Andrew M. Cuomo, in mid-March 2020, requested USACE assistance on live television. Responding to disasters is not new for USACE; however, responding during a pandemic is. USACE delivers vital public and engineering services to maintain critical infrastructures as well as responding to FEMA requests for natural disaster support. In this session we will discuss how USACE delivered alternate care facilities to New York and across the U.S. in a very short timeframe to meet the needs of overstressed healthcare systems with critical care COVID-19 patients. We'll show how USACE was able to anticipate the need to standardize and mobilize to meet the capacity requirements that followed Gov. Cuomo's request. Gov. Cuomo wanted to 'utilize the Army Corps of Engineers to leverage their expertise, equipment and people power to retrofit and equip existing facilities - to serve as temporary medical centers.' OEHS professionals have been pivotal in daily USACE operations, and COVID-19 was no exception.

  • Describe what is involved in the planning and logistics of alternate care facilities construction.
  • Recognize how OEHS professionals are vital to USACE missions.
  • Describe the OEHS roles in FEMA pandemic missions.
