Recently, OSHA began enforcement of the respirable crystalline silica standard for construction (2017) and general industry (2018). Early enforcement actions provide an indication that organizations have had difficulty in conducting exposure assessments, implementing required control methods, and adopting written exposure control plans. This session provides guidance cultivated from lessons learned across an enterprise that consists of 35 offices, 400 field locations and over 20,000 employees providing construction, engineering, maintenance, turnaround and fabrication services to the power, energy, chemicals, manufacturing and industrial sectors. Topics of discussion cover practical methods for creating corporate exposure control plans and ensuring consistency among site exposure control plans while maintaining the ability to tailor plans to site specific needs. The session will highlight the difficulty of applying the standard's Table 1 in the field, how to implement more robust control methods, and tools that offer greater consistency in worker compliance. Discussion will also include approaches to overcome the challenges of implementing a medical surveillance program for a transient work force in geographically challenging areas of North America.
